The Netherlands is on PayPal's expensive euro-area tier at 3,40%, and holds one small compensation: the cheapest micropayment fixed fee of any eurozone market we have verified. For a country where most shoppers would rather pay by bank transfer anyway, both facts matter more than they look.
The rate card
A commercial transaction costs 3,40% plus a fixed 0,35 €. The cross-border surcharge follows PayPal's standard European ladder, based on where the buyer's account is registered:

The micropayment fixed fee is 0,05 € — the lowest we have found
Approved accounts can use a micropayment rate of 5,0% plus a fixed 0,05 € on payments under 5,00 €. France and Italy charge 0,10 € on the equivalent tier; Spain charges 0,05 €.
At these amounts the fixed fee is most of the cost, so halving it is a bigger deal than the percentage. A 2 € sale costs 0,15 € in the Netherlands against 0,20 € in France — and 0,42 € under the standard structure.

Conversion, and the cheaper alternative
