Two different questions: moving money versus receiving it
Wise is a transfer and conversion service priced at the mid-market rate plus a published fee — about 0.6% plus a fixed $1.70 on a typical corridor, down to roughly 0.4% for dollar-to-euro and up to about 1.5% for less common currencies. Payoneer is a receiving account for freelancers and marketplace sellers: 0% when a linked marketplace (Fiverr, Upwork, Amazon, eBay) or another Payoneer user pays you, 1% for a client paying by US bank debit, 3.99% for a client paying by card, then $1.50 to withdraw in the same currency or up to 3% if Payoneer converts.

Who each one suits
A freelancer whose clients pay by bank transfer, in a currency Wise supports, will usually pay a third to a half of Payoneer's conversion cost by receiving into Wise and converting there. A seller whose income arrives from marketplaces has no choice on the receiving side — the marketplace pays Payoneer — and the decision is only how to get the money out: withdraw in the payout currency to a matching account for $1.50, or let Payoneer convert for up to 3%.
Availability decides many cases. Wise Business and Wise's local receiving accounts are not available for every nationality or currency; Payoneer covers more of the Middle East, South Asia and Africa, which is why it dominates there despite the higher conversion cost.
The layered setup
Many freelancers use both: Payoneer to receive marketplace payouts and card payments from clients who insist, Wise for bank-transfer clients and for converting large balances at the better rate. Moving a Payoneer balance to Wise before converting only pays on large amounts, because the withdrawal fee and the extra hop eat the saving on small ones. Whichever you use, hold foreign-currency balances and convert deliberately rather than on every payout.
